  1. Cut off the tops of peppers and reserve.
  2. Take out the seeds.
  3. In mixing bowl, place the ground meat, raw egg, washed rice, salt and paprika.
  4. Mix well with clean hands.
  5. Stuff peppers, using all the meat mixture.
  6. If you have some left over, make a few balls.
  7. Set peppers up-right in cooking pot.
  8. Add the tomatoes, sugar, onions and chopped tops of peppers over the peppers, toss in the black pepper corns and the bay leaves.
  9. Cover and slowly cook for about 1½ hours.
