  1. Heat large nonstick skillet over high heat.
  2. Add beef, onion, celery and water.
  3. Reduce heat to medium.
  4. Cook and stir 5 minutes or until meat is no longer pink.
  5. Drain fat.
  6. Stir in tomatoes and green chilies, tomato sauce, brown sugar, cumin and salt; bring to a boil over high heat.
  7. Reduce heat; simmer 20 minutes or until mixture thickens.
  8. Serve on whole wheat buns.
  9. Garnish as desired.
  10. Green chilies add some heat to these sloppy joes, but if you prefer them plain, just add an equal amount of tomatoes without chilies.
