  1. Combine onion, parsley, flour, savory, salt and pepper in large bowl.
  2. Stir in rice and 1 cup cheese; mix well.
  3. Turn into greased shallow 2-quart baking dish.
  4. Pour half-and-half over rice mixture.
  5. Top with remaining 1 cup cheese; sprinkle with paprika.
  6. Bake at 350 °F for 40 to 45 minutes.
