  1. Shred cabbage.
  2. Melt oleo in large skillet.
  3. Add flour and brown slightly.
  4. Add sugar, shredded cabbage, hot water, salt, pepper, and caraway seeds.
  5. Simmer gently for one hour.
  6. Add vinegar last 15 minutes of cooking time.
