  1. In a stew pot, heat the oil.
  2. Stir in the brown sugar until it has almost caramelized.
  3. Add the beef with a little water and simmer, partially covered, until the meat is half cooked.
  4. Add the remaining ingredients.
  5. Simmer for 20 minutes.
  6. Cover and set aside for 15 minutes before serving.
