  1. In a large bowl, whisk together the sugar substitute, lemon juice, vinegar, celery salt, and garlic salt.
  2. Add the cabbage, celery, green pepper, and chives.
  3. Toss lightly.
  4. Cover and refrigerate overnight.
  5. Add the radishes before serving.
