  1. Mix bulgur, beef, onion, cinnamon, ½ tsp salt, allspice and ¼ tsp pepper.
  2. Roll rounded tablespoons into balls.
  3. Heat 1 tsp oil in a skillet.
  4. Add meatballs, cook until browned.
  5. Transfer to a plate.
  6. Heat remaining oil in a skillet.
  7. Add garlic, sauté 1 minute.
  8. Stir in tomatoes, sugar, remaining salt and pepper and meatballs.
  9. Bring to a simmer, cover and cook 25 minutes or until bulgur is tender.
  10. Serve sprinkled with cilantro.
