  1. In a saucepan, melt butter over medium heat.
  2. Whisk in flour until smooth.
  3. Cook for one minute.
  4. Gradually add milk; cook and stir until thickened and bubbly.
  5. Add cheese, salt and pepper; stir until cheese melts.
  6. Remove from heat.
  7. In a buttered 2 qt. casserole dish, layer potatoes, ham, broccoli and onion.
  8. Pour cheese over top.
  9. Repeat layers two more times, ending with cheese.
  10. Combine topping ingredients; sprinkle over casserole.
  11. Bake at 350°F for 35 – 40 minutes.
