  1. Heat oven to 350°F.
  2. Grease 13x9x2-inch baking pan.
  3. In large bowl, stir together flour, granulated sugar, cocoa, brown sugar, baking powder and salt.
  4. Cut in ¾ cup butter until mixture resembles coarse crumbs.
  5. Beat in eggs and ¼ teaspoon mint extract; spread mixture into pan.
  6. Bake 23 to 25 minutes or until wooden pick inserted in center comes out clean.
  7. In saucepan over low heat, melt ½ cup butter with chocolate chips, stirring constantly.
  8. Stir in sweetened condensed milk.
  9. Remove from heat; stir in remaining ¼ teaspoon mint extract.
  10. Pour over baked layer.
  11. Let stand 20 minutes or until slightly set.
  12. Drizzle vanilla glaze over top.
  13. Refrigerate until set, about 1 hour.
  14. Cut into bars.
