  1. Cook green pepper and onions with tops in butter until tender.
  2. Stir in tomatoes, tomato sauce, 1 teaspoon salt, ¼ teaspoon pepper, thyme and bay leaf.
  3. Simmer gently for 20 minutes.
  4. Remove bay leaf.
  5. Arrange fillets in lightly buttered shallow baking pan.
  6. Season with salt and pepper.
  7. Spoon sauce over fillets.
  8. Bake at 375 degrees 15 minutes or until flakes easily with fork.
  9. Serve over beds of rice.
