  1. Melt butter in 2 quart saucepan over medium heat.
  2. Cook onion in butter about 2 minutes, stirring occasionally, until tender.
  3. Stir in flour, pepper and mustard.
  4. Stir in milk and broth.
  5. Heat to boiling over medium heat, stirring constantly.
  6. Boil and stir 1 minute.
  7. Stir in cheese; heat over low heat, stirring occasionally, just until cheese is melted.
