  1. Rinse catfish fillets; pat dry.
  2. Place each fillet in between two pieces of wax paper.
  3. Flatten to a thickness of ¼-inch using rolling pin or wooden mallet; set aside.
  4. Combine rice, tomato, green pepper, jalapeño pepper, 1 tablespoon lime juice, 2 tablespoons cilantro, cumin, salt and pepper in large bowl.
  5. Stir to mix well.
  6. Place fillets skin side up.
  7. Spoon ⅓ cup rice mixture on lower portion of each fillet.
  8. Gently fold over to enclose rice.
  9. Place remaining rice in bottom of 8x8-inch or 9x9-inch baking dish coated with cooking spray.
  10. Combine remaining 3 tablespoons lime juice and oil in small bowl.
  11. Place fillets on top of rice.
  12. Brush fillets with remaining lime juice mixture.
  13. Bake, uncovered, at 400 degrees 25 to 30 minutes, or until fish flakes easily with fork.
  14. Place under broiler until lightly browned.
  15. Garnish each fillet with 2 tablespoons salsa.
