  1. Sauté onion in butter until tender; blend in flour.
  2. Add water, bouillon, broccoli, half and half and bay leaf.
  3. Simmer until broccoli is thawed; bring to a boil.
  4. Before serving, salt and pepper to taste.
  5. Remove bay leaf.
